Cutting Loose takes place in Wellington, New Zealand, during the 1980s and follows the story of Greg. In the first act, Greg is in his first year at university and involved in demonstrations against the 1981 Springbok rugby tour of New Zealand. The second act takes place in 1986 when Greg is planning his departure for his OE.

Identity is the key theme of Cutting Loose. All of the characters are trying to work out some form of identity or some way of perceiving themselves, be it in terms of their sexuality (Greg) or their status (Brian). This is at a time when New Zealand as a nation was also having identity issues in the shift from the prevailing culture of conservatism during the Springbok, to the neo-liberalism of the fourth Labour government. The social and political events of this time not only inform the background of the characters' dilemmas, but also impinge on their personal lives and amplify their experience.
